Evolving Texas was selected to provide program management support services for the Tarrant Regional Water District and Dallas Water Utilities Integrated Pipeline Project, a regional partnership for water supply.
This project included design and construction of a 150-mile waterline from Lake Palestine to Benbrook Lake. Our responsibilities included policy and program development, public representation of the client, and stakeholder communication that included state review agencies, elected officials, business owners and property owners. We were faced with program challenges often and were required to evaluate each instance and provide a recommended mitigation plan with specific controls to either avoid or anticipate future issues. One specific challenge was creating an effective communication process both internally and externally in order to manage 90 separate consultants, 6 counties, 15 cities and 3 state review agencies.
Evolving Texas also provided support to the land acquisition process which included procedures and best approach to notify all 680 property owners regarding the upcoming construction in their neighborhoods.
