As civil engineers we value the principles and processes involved in civil engineering design, planning, and construction of various structures and infrastructure. From bridges and roads to buildings and dams, we play a critical role.

We believe in order to do a job to the best of our abilities it is imperative to have a system and process that our team and clients can depend on.

Our Process

1. CONCEPT/SITE INVESTIGATION

Evolving conducts a point to point feasibility study that summarizes the cost of developing your site. We put your ideas to paper; exploring all variations and options to make your project a reality.

2. ZONING/ENTITLEMENTS

Zoning is the process of dividing land by use. Evolving can verify the zoning use of your land, and, if necessary, help with the process of rezoning. Other entitlements may include items such as platting, variances, site plan approvals or other items required by the regulating entity in order to develop your project.

3. SURVEYING

Land requires a survey. In order to start your project, we need to understand the topographic layout, grading, and any existing features such as construction, access, trees and utilities.

4. PRELIMINARY DESIGN

Evolving firms up the basic elements of the layout in preparation for official review with your local, regional or federal government agency.

5. OFFICIAL REVIEW

Every project requires different approvals: local, regional, or federal. Evolving does the due diligence on your behalf to get the appropriate approvals for your project.

6. FINAL DESIGN

Evolving puts together constructable design plans and works within all design disciplines to ensure projects meet the owner’s and the government's standards.

7. PERMITS

Many different permits may be required for construction. Evolving can coordinate and navigate the various permits required by the regulating entities.

8. CONSTRUCTION ZONING/ENTITLEMENTS & ADMINISTRATION

Once construction is underway, there are still things to be done: Material submittals, Inspections, RFI’s We can step into an administrative role and ensure that these happen on your behalf.

ROWLETT DEVELOPMENT SERVICES

ROWLETT, TX

Evolving Texas was hired by the City of Rowlett to serve as the City’s Interim Development Services Engineer. Evolving did numerous plan reviews on several large multi-family development projects, multiple commercial development projects, as well as multiple single family development projects.

SUNDANCE SQUARE

FORT WORTH, TX

Evolving Texas was tasked to create plans and manage consultants for re-aligning of 2nd street in downtown Fort Worth. This included the creation and beautification of 2 full blocks of parking, sidewalks, street lighting and landscaping.  This project also required signal and utility relocations and additional storm drainage design.

AMERICAN COMMERCIAL COLLEGE

ABILENE, TX

​Evolving Texas prepared construction documents for the new proposed site of the American Commercial College on 1.9-acre, in Abilene, Texas. Evolving Texas prepared civil engineering design of the site that included paving, grading, utilities, drainage, detention analysis, and erosion control.

I have worked with Evolving Texas for several years sometimes as the client and sometimes as the consultant. Either way the treatment is the same – always fair, honest, reasonable and respectful.
